自曾特首在公開場合中收到cold call廣告電話之後，電訊管理局就推出了「拒收訊息登記冊」，但範圍只包括短訊和電話預錄訊息，並未將真人對話的cold call列入監管範圍。既然政府未能保障自己，我們就只有自救。
